From the Hebrew name שְׁמוּאֵל (Shemu’el), which could mean “name of God” or “God has heard”. As stated in the Books of Samuel in the Old Testament, Samuel was the last of the ruling judges. 

Samuel commanded the Israelites during a time when the Philistines were in control until they were defeated at the battle of Mizpah. Later Saul was appointed the first king of Israel and Samuel was in charge of his anointing, as he did with the next one, David.
